We developed a comprehensive sample agreement for cities and counties to use when arranging for private non-profit organizations to provide disaster relief services to affected communities.

Using such an agreement is critical to properly document these arrangements and the eligible services provided.

When properly documented, non-profit provided disaster relief services may help reduce the local cost share for FEMA's Public Assistance program.
